In Florida, impact doors and windows are required, but only if you’re within a mile of the coast. Buildings and homes can be hit by winds coming at 100 mph on a daily basis. An area like that would fall under the HVHZ or High-Velocity Hurricane Zone where every building has to have either impact windows or install shutters. Florida can be pretty stringent with their requirements, but this only applies to the buildings near a coast. For homes farther from the sea, they can decide whether they want impact windows or not. It is highly recommended for them to install impact windows, but Florida does not require them to.
